I want to study abroad in Germany or UK but I don't have much resources? how can i avail financial aid?

I am not enrolled in a University bec. I never got the chance to enroll. I am here in the Philippines and I need to study abroad for a chance of a better future. is there any finance group that could help me with my studies? Sort of financial student loan. thank you. I appreciate your help

If you have studied at least 2 years of german look into the DAAD program just google it. If you have a local Rotary club email them about their scholarship programs.
